Senator Ricky Hill of Cabot represents District 11, which includes parts of Lonoke and Pulaski County.
Senator Hill is the chair of the Senate Transportation, on the board of Technology and Legislative Affairs Committee, Senate Public Health, Welfare and Labor Committee, Joint Performance Review Committee, Senate Efficiency Committee, Joint Budget Committee and the Arkansas Legislative Council.
In 2025, Senator Hill sponsored legislation to rename the Arkansas Livestock and Poultry Commission to the Arkansas Board of Animal Health. He sponsored legislation that allows veterinary technicians, technologists and technician specialists more flexibility to treat animals during emergency situations as well as sponsoring the Second Amendment Financial Privacy Act to prohibit financial institutions from using certain discriminatory practices.
In 2023, Senator Hill served as Senate Whip and Chairman of Insurance and Commerce. He sponsored legislation to create the position of Dementia Services Coordinator within the Department of Health. He also sponsored legislation to prevent tax funds from being used to pay student athletes, promote a state funded medical school and sponsored legislation reducing red tape for licenses to transfer to Arkansas from other states Thus promoting the labor force.
During the 2021 regular session Senator Hill sponsored legislation to establish a day of prayer for Arkansas students, allow cities and counties to issue bonds for expansion of broadband and he sponsored Act 135 of 2021 to help military members and their families more easily transfer occupational licenses from other states to Arkansas.
In past sessions, Senator Hill co-sponsored legislation to raise teacher salaries, fund 911 emergency response systems and modernize the practice of optometry.
Senator Hill grew up on a farm in rural Lonoke County working on the farm and in his family’s residential construction business. he is a graduate of Cabot High School and earned a Master’s Degree in Agriculture Business and Economics from Arkansas State University in Jonesboro.
While in college and grad school Ricky joined the Professional Rodeo Cowboy’s Association and competed as a bull rider. During that time he married his wife Cynthia, a professional barrel racer.
After college he was hired by SF Services and became the companies youngest general manager. For ten years he managed three stores in central Arkansas before being hired by First Security Bank. He was later hired by Bank OZK where he currently works as an Executive VP.
Before serving in the legislature Senator Hill served on the Cabot School Board from 2012 through 2017 and was School Board President for one year. He is a former member of the Cabot Chamber of Commerce where he served a term as secretary and is a former member of Lonoke County CASA. He is an honorary member of Cabot Rotary, a member of the Little Rock Air Force Base Community Council, and was a founding board member of Keep the Faith Foundation in Cabot.
Senator Hill and his wife have two grown children and attend Lonoke Baptist Church.
